telephone voting proposed for Canada in 1999

In 1999, Bill C-268 was proposed to allow "electronic voting" (actually telephone voting as the French translation makes clear).

I am currently assuming this was a private members bill that didn't pass.

Note for non-Canadians: The bill numbers are repeated again, so you need to know the year or session of parliament to know which bill C-268 someone is referring to. Also, private members bills almost never pass (the government controls the official legislative agenda).
