telephone voting proposed for Canada in 1999

In 1999, Bill C-268 was proposed to allow "electronic voting" (actually telephone voting as the French translation makes clear).

Bills of the House of Commons, 2nd session, 36th parliament, 48 Elizabeth II, 1999. Ottawa. Bilingual.
C-268.--An Act to amend the Canada Elections Act (electronic voting). (Mr. White, North Vancouver.) Title in French: Loi modifiant la Loi électorale du Canada (vote par téléphone). First reading, October 26, 1999. 6p.

Bill C-268 - First Reading

I am currently assuming this was a private members bill that didn't pass.

Note for non-Canadians: The bill numbers are repeated again, so you need to know the year or session of parliament to know which bill C-268 someone is referring to. Also, private members bills almost never pass (the government controls the official legislative agenda).
Comments:
From http://www.parl.gc.ca/common/bills.asp?Language=E any bill that has a number of 201 or higher is a private member's bill.

Also, an identical copy of this bill was submitted in 1997 http://www.parl.gc.ca/36/1/parlbus/chambus/house/bills/private/C-274/C-274_1/361124bE.html This one was from Mr. White of North Vancouver
